I understand that Dr. Jackson will reach

retiring age in about five years' time and for this reason, if Your Lordship concurs in Dr. Wellington's proposals and

if the High Commissioner of the Federated Malay States sees

no objection, I think it preferable that he should be

transferred rather than seconded. In the case of Mr. Dep

also I consider that permanent transfer is better, if it can

be arranged, since he will be expected to take in hand the

training of Chinese assistants for anti-malarial work.

however, there should be any difficulty about Mr. Dep's

transfer it might be sufficient to second him for not less

than three years.

As these officers would come here to

inaugurate a new branch of the Medical Department, I should

be prepared to agree to the following salary arrangements, though they would be anomalous with any at present existing

in the Medical Department. Dr. Jackson would continue on

his present pensionable Straits-dollar salary, plus his

special allowance for the Diploma of Public Health, converted into Hong Kong dollars at the rate of the day. He would also be paid the 20% cost of living bonus on salary, which

is payable in Malaya and on leave, in lieu of any temporary exchange compensation payable in this Colony. He would be charged rent for occupation of Government quarters or receive rent or lodging allowance in lieu on the basis of his

pensionable salary and in accordance with Hong Kong General

Orders, and he would in all other respects be treated in

accordance with Hong Kong General Orders. Mr. Dep would

similarly be paid the equivalent in Hong Kong dollars of his present Malayan salary and continue for the present on that salary scale and be eligible for treatment in regard to rent allowance in accordance with Hong Kong General
